Why is Seattle Times’ app so bad?

I won’t even talk about the quality of the reporting (generally quite poor), but I truly don’t understand why they can’t hire some college programmer to make a decent app. It’s so simple these days and yet they’re using something that looks it was scraped from a 2000’s webpage.

It’s impossible to search for stories or even really browse local news efficiently.
