Why is the U-District Post Office so terrible?

The US Post Office in the U-District is always in disrepair. Half the doors haven’t worked in years and have handmade signs on them. Signs are falling down. A window has been boarded over for months. The gate facing 43rd is locked about 50% of the time. It’s a maze to get in there and then when you do, it’s very poorly staffed and can get lines out the door (at least you know what door works when this happens!) The staff there seem 5 times slower than other post offices and no other post offices are in such disrepair. I don’t get why it never gets cleaned up, it’s in a busy neighborhood and is well used.
