Why the legislature thinks it can pass the income tax bill even though it’s unconstitutional

Because passing an Constititional amendment is so difficult, the current legislature is trying a different tactic: arguing that income isn’t property at all, but rather a “privilege” (an excise tax), hoping the modern Court will overturn the 1933 Culliton precedent.
