Why are chair at Lightrail station have some electric cables connecting to them?

This is at Shoreline South station. Not sure if other stations have them too, but I noticed that as I was sitting across. It doesn’t make sense, it wouldn’t for example work if it was for heating them in winter as you need the cables spread out throughout the chair. Is it to ground maybe, in case of electrical failure on the powerlines that the light rail is connected to? I guess if such failure occured, it can send and arc at nearby metal object like the chairs, then the grounding would prevent a person from being fried to death.
