What is up with the “new driver” stuff on cars?

I grew up in Portland and spent many years in LA. That’s the scant backstory. I’ve been in Seattle for four-ish years now.

Why are there so many “new driver” stickers/magnets/etc. here? Is everybody learning to drive? They’re also driving fine.

I’m not bothered, just find it strange.
