Apologies for the bad video. Location is Dick Thurnau Memorial Park/Hicklin Lake near White Center. Plates say XMT (exempt) on them.

EDIT: The D on the license plate means it’s municipal. Seems like the consensus is it’s SPD SWAT or something similar.
