Who is the lady that stands by the Regal Meridian parking garage every single day from 3pm ish onwards…?

Every single time I go to the movies, this lady stands outside the parking garage with a giant umbrella, a mask, and a coat, even though it is the middle of the summer. She also seems to have like 10 empty boxes of juice at a time? She’s not doing anything bad/wrong or hurting anyone, just wondered if anyone knew what she is doing during these hours and why.
