An unwell person is living within our apartment building dumpsters. Our landlord is ignoring complaints. Who can we call?

Obviously it’s a bit uncomfortable when you’re taking the trash out in pitch darkness at 5pm and a tweaker jumpscares you. Is there somewhere to get the city’s attention and remove this person, or should we welcome our new resident since the management company won’t respond? It’s been two weeks.
