Do cops not respond to harassment in Seattle unless there’s a call?

Warning: Sexual assault

Was just walking past Cedar Street and Denny way. I heard a woman yell across the crosswalk and looked up. This guy was clinging to a woman and they were wrestling across the sidewalk while standing. A male pedestrian intervened and helped separate the man from the woman. A group of us (about 5-7 people) gathered with the woman on the corner, and the assailant kept lurking trying to menacingly come back towards the group in between holding his penus out and harassing cars and moving traffic. Another male pedestrian stood on the edge of the group and kept staring the attacker down, keeping him away. Three people in the group called 911. Cop car coincidentally showed up on the opposite side of the street in his car. We waved him down and pointed and someone by the car even attempted to gesture to the cop through his passenger window. Pretty sure cop could see the assailant in the street in front of him waving his penus around and jumping towards traffic. Then the cop just drove past and ignored us … Wth?

Firefighters showed up about 5-10 minutes later responding to the 911 calls. A worker (I think from Zeek’s Pizza – shout out to them) invited us all in for shelter until the attacker was gone. Cops did eventually show up and make the arrest 15-30 minutes later. But wondering why the first cop didn’t stop when a big group clearly indicated something was wrong and the cop could see the guy harassing traffic and holding his junk. Is it typical for cops in Seattle not to respond unless there’s a call?

First photo shows the assailant hanging off a bus, second photo shows arrest. Apologies for the low quality. Stay alert and safe! Was touching how many Seattle strangers spontaneously came together to help with the situation.
