Found: Trash bag full of dead ducks.

I discovered a grisly scene on my walk to Gas Works, a trash bag of about 5 or 6 decaying dead ducks. I’m wondering if I should report this to anyone. Police? Some Wildlife Agency? Local News? RFK Jr?

Why would anyone kill this many ducks and leave the corpses behind?
