Neither DECS or SPD is handling an out of control tenant and I need to know what my next steps are.

I live next to a DECS building –

I have lived here for 8 months and have no plans to leave as I am not in a position to do so. I work from home and try and wear earplugs whenever I can, but I am at a complete loss.

19ish hours a day a man living at that building screams and blows a whistles.

Now to clarify I AM a proponent of housing first. I am grateful we have systems in place (albeit primitive systems) to help those who have fallen down.

I do have empathy for this man, but this breaches on our right to saftey and quiet in our own homes. DECS has had 8 months now to help this man and they have DONE NOTHING.

So after calling them to no avail I started filing noise complaints. FIrst once or twice a week. Nobody ever showed up. I called when it happend at 2 am and 9 am. I called at 10 pm and 6 pm. Nobody showed up to do anything.

I have been calling 5 times a DAY this week. Thats ONLY when he is screaming and yelling the ocasional homophoic slur. It happens THAT often and that CONSISTENTLY.

What can I do. I cant leave, I cant wear ear plugs for 16-19 hours.

Can I sue DECS for negligence? i need some help here.
