Update on “Lost dog” at apartments by climate pledge

Woke up to someone’s dog rummaging around my apartment patio and the shared patio area 😬
The dog was extremely friendly, but had no collar or identification. I reported it to my property managers, and the update I got was that one of our neighbors, whose patio connects to the shared space and mine, apparently likes to leave their dog outside overnight because “it likes the cold.”
Yes, I realize this is a husky, but… is this actually safe or responsible? The dog was completely wet this morning, there was piss all over the shared patio, it had dug holes in the garden beds, and it was wandering around unattended.
I also have two dogs of my own, and one of them is not friendly with unfamiliar dogs. If I had let my dogs out without noticing this dog first, this could have ended very badly.
If you’re the person whose dog this is, or you know who it belongs to: please do better. At the absolute minimum, put a collar and ID on your dog. I’m glad the dog is friendly and that nothing happened this time, but leaving a dog loose and unattended overnight in a shared apartment patio area is creating a situation where something absolutely could go wrong.
Also, genuinely asking: is leaving a husky outside overnight because “it likes the cold” actually considered okay? I know huskies tolerate cold weather better than most dogs, but this dog was soaking wet and wandering around unsupervised. Taking a peek at their patio? I also see there’s a dog cage outside…
