Route D is meant to be a rapid route between North Seattle and downtown. However the traffic on this route makes it nearly useless for commuting. It would take almost as long to bike downtown as taking the bus. I propose bus lanes in both directions on this entire route, or at least from Holman through Elliott way. To me this is a perfect compromise with building a Ballard extension as it would significantly reduce car dependency at much lower cost. Yes, this is a major commute route for cars, but as we have seen with route 8, investing in transit infrastructure ultimately reduces traffic because it is so much more efficient in using space. Aurora and I-5 also remain viable alternative routes to downtown.
